Why this matters

Potential CFTC rulemaking could shape compliance obligations for U.S. crypto trading venues, intermediaries and token issuers even without congressional action. It signals that regulatory standards may emerge through agency processes, while unresolved jurisdictional questions could preserve uncertainty for firms operating across digital-asset markets.
