The House Ways and Means Committee just released a 114-page bill that attempts to do something Congress has failed at for years: write clear, comprehensive tax rules for crypto. H.R. 10357, the Digital Asset Tax Certainty Act, is scheduled for markup on September 16 at 10:00 a.m. ET alongside six other bills including healthcare and child labor legislation. But make no mistake — the crypto bill is the headline.

What makes H.R. 10357 different from previous attempts isn’t just its scope. It’s that Congress is finally treating digital assets the way it treats stocks and bonds — with a unified tax framework rather than piecemeal patches. Whether that’s good or bad for you depends entirely on how you use crypto.

The $10 Fee Exemption: Small but Significant

Every swap, bridge, and transfer on a blockchain carries a network fee. Under current IRS rules, those fees can technically trigger taxable events — even if the fee is two dollars on a $50 transaction. It’s absurd, and almost nobody reports it, but technically the obligation exists.

H.R. 10357 fixes this by eliminating taxes on network or transaction fees under $10. That’s a sensible de minimis threshold that removes a compliance headache for anyone who actively uses crypto rather than just holds it.
