that artificial intelligence will let people and companies produce far more than they can today, which he said makes the ability to finance, own, and exchange assets more important, not less. He called for what he described as a bill of digital rights rather than a bill of restrictions.
The proposal centers on making it easier to raise capital using digital tokens. Saylor said policymakers should set clear issuance rules and disclosure requirements simple enough that entrepreneurs without large legal teams could use them, with an ambition of enabling 10 million new companies to raise capital through the technology.
He extended a similar argument to tokenized securities, saying investors holding tokenized stock should be able to move that asset between competing custodians and financing providers rather than being confined to a single platform. Saylor described
