However, his statement showed industry sentiment, not a complete change in law. Congress has not passed the comprehensive market structure bill sought by Ripple and other crypto firms.
XRP News Focus Shifts to Washington Talks
Brad Garlinghouse spoke after joining the CFTC meeting on Aug. 20. He said participants agreed that existing financial rules no longer fit digital assets. The meeting included crypto executives, market operators, and traditional finance leaders.

“Rules written for a different era aren’t good enough,” Garlinghouse wrote on X. He said those rules fall short for consumers, businesses, and innovation. His comments echoed Ripple’s long-running push for clearer federal oversight.
In addition to the XRP news, the CFTC appointed Garlinghouse to the Innovation Advisory Committee in February. Other members include Coinbase CEO Brian Armstrong and Uniswap Labs CEO Hayden Adams. The committee also includes leaders from CME Group, Nasdaq, and Cboe Global Markets.
