CLARITY Act Setback Preceded Leadership Transition

The U.S. Senate rejected cloture on the motion to proceed on Sept. 15. Senate records showed the vote failed 49-50, short of the three-fifths threshold required. Senator Chris Coons did not vote, while four Republicans joined Democrats in voting against cloture.
