Russia’s central bank has identified and blacklisted 2,600 cryptocurrency wallets associated with illegal financial activity and fraud, according to a report by Bits Media. The move is part of broader efforts to curb the use of digital assets in money laundering and other financial crimes.

How the Blacklist Works

The registered address data from these wallets is now integrated into a system used by financial institutions for risk assessments. Banks and other financial entities are required to immediately freeze or block transactions linked to the flagged wallets. The total value of cryptocurrency that flowed into these addresses is estimated at approximately 1 billion rubles (around $11 million at current exchange rates).

This initiative aligns with Russia’s ongoing regulatory framework for digital assets, which has evolved significantly since the introduction of the country’s first crypto-related legislation in 2020. The central bank has consistently taken a cautious stance, emphasizing the need to protect the financial system from illicit flows.

Context and Implications

Russia has been ramping up its oversight of cryptocurrency transactions amid international sanctions and increased scrutiny of cross-border financial activities. The blacklist is not just a domestic tool; it also serves as a signal to international partners that Russia is taking steps to align with global anti-money laundering standards, such as those set by the Financial Action Task Force (FATF).
