Thailand’s SEC finalized 11 crypto ETF notices on Oct. 8, and it allowed bitcoin and ether ETFs from Oct. 16 while keeping the scope narrow by design.
The rules required each fund to be passive and track a single crypto asset, with at least 80% net exposure to that asset on average across each fiscal year.
Thailand’s SEC kept retail access restricted by barring Thai securities firms from helping retail clients buy overseas crypto ETFs, while reserving that access for institutions and ultra-high-net-worth investors.
The SEC also prohibited depositary receipts tied to foreign crypto ETFs for the initial phase, and it required brokers to explain the product’s structure and risks and to confirm buyers understand them before trading.
The framework therefore steered Thai investors toward Thai-listed products instead of U.S. ones, even as it opened a domestic ETF option rather than direct crypto trading.

Thailand’s crypto market context in the sources showed active exchange accounts falling to 121,000 in July 2026 from 265,000 in 2024, and the same data showed daily trading value sliding to 1,378 million baht.
The sources said stablecoins made up 66% of trading volume against 16% for bitcoin, and the ETF wrapper on the main stock exchange was positioned as a supervised route for exposure.
