SkyBridge Capital founder Anthony Scaramucci says Bitcoin's current bear market is historically shallow, a sign he interprets as underlying strength that could eventually push the cryptocurrency back above $100,000.

Speaking at the Wyoming Blockchain Symposium on Tuesday, Scaramucci described the market as a "clear Bitcoin bear market" but emphasized that this cycle's drawdown of roughly 55% pales in comparison to the 75% to 80% declines seen in prior downturns. Over his 37 years in finance, he said, he has witnessed nine bear markets, and the milder losses this time suggest a more resilient base of buyers positioning for the next upswing.

"So weirdly, you could take a position where that's actually a good sign that there's a lot of net buyers going into the next bull phase of Bitcoin," Scaramucci said in an interview with CNBC's Andrew Ross Sorkin.

Bitcoin crossed $65,000 in intraday trading Tuesday for the first time in over a week, rising 1.7% over the previous 24 hours before dipping to around $64,700. The move came as major U.S. equity indexes traded lower, with the SPDR S&P 500 ETF (SPY) down 0.63%, the SPDR Dow Jones Industrial Average ETF (DIA) off 0.14%, and the Invesco QQQ Trust (QQQ) dropping more than 1.8%.

Scaramucci attributed Bitcoin's prolonged period of muted price action to three converging forces.

First, miners have redirected computing power toward artificial intelligence infrastructure. This shift has disrupted the network's hash rate and, in his assessment, contributed to muted volatility. Some mining operations are exploring AI business lines as a means of revenue diversification, further reducing the trading activity traditionally associated with crypto-native capital.

Second, substantial capital has flowed out of the broader cryptocurrency sector, including altcoins, into AI-related investments. Despite this liquidity migration, Scaramucci noted the absence of panic selling, which he said indicates growing conviction among remaining holders.

Third, Bitcoin's well-documented four-year cycle has entered its typical bear phase. The market sits roughly 18 to 19 months from the next halving event, when the block reward will be cut from 3.125 BTC to 1.5625 BTC. The previous halving occurred in April 2024, reducing rewards from 6.25 BTC.

Bitcoin has spent the past nine weeks in what Scaramucci called "the tightest volatility band that it's been in in the last five years," with prices barely diverging from levels seen in February when geopolitical tensions escalated.

Halving as the Primary Catalyst

Scaramucci pushed back on the notion that passage of the Digital Asset Market Clarity Act would serve as an immediate price catalyst. He acknowledged the legislation would be a "very big boon" for the industry over the longer term by eliminating the regulatory pendulum swing between administrations and opening new access opportunities for banks. But he placed the odds of passage at roughly 50-50, noting that Senator Tim Scott and Senator Cynthia Lummis, both present at the Wyoming symposium, still believe they can secure a vote in September.

"As the halving cycle comes in again, and we cut the supply of coins again, it will tighten price, and I think you'll see the thing move back up over 100,000," Scaramucci said. "But it's going to grind for a while."

The supply-demand differential created by successive halvings, combined with the broader investor base enabled by spot Bitcoin ETFs, represents the more meaningful structural driver in his framework. Institutional adoption has fundamentally altered price discovery mechanisms compared to earlier cycles, when retail investors dominated trading activity.

Broader Industry Developments

Asked about World Liberty Financial receiving conditional approval to become a bank, Scaramucci characterized it as a minor development for the broader market. He argued it would be unfair to prevent the president's adult children from conducting business solely because of their father's position, while acknowledging the situation warrants careful scrutiny for potential conflicts of interest.

He added that if the Clarity Act passes, he expects major crypto companies, including Coinbase (COIN), to pursue banking licenses, creating a broader convergence between digital assets and traditional financial infrastructure.

The market's current state represents what Scaramucci framed as a critical validation period following ETF approval, as the investor base shifts from retail-dominated to institution-led. While near-term price action may remain subdued, the structural changes underway suggest the long-term bullish thesis remains intact, with the next halving serving as the likely inflection point for renewed upward momentum.
