The change could remove duplicate shareholder records that currently sit alongside tokenised securities onchain.

Fairmint CEO Joris Delanoue said the proposal could allow blockchain to become the primary database for securities ownership.

Tokenised securities currently often rely on both an onchain ledger and a separate official shareholder register.

The proposal could let the blockchain become the main record, reducing reconciliation work and legal uncertainty.

Transfer agents would still need to enforce ownership rules, check identities and handle shareholder administration.

The SEC has opened a 60-day public comment period, with submissions due in early November.
