  • Paul Atkins, chair of the U.S. SEC, said he will take steps to ensure clarity in digital-asset regulation.
  • He said the SEC will continue its work to provide regulatory certainty to the digital-asset industry regardless of whether the Clarity Act passes.
  • He also stressed that the SEC will continue efforts to clarify the digital-asset regulatory framework regardless of the U.S. Senate vote on the Clarity Act.

Forecast Trend Report by Period

Paul Atkins, chair of the U.S. Securities and Exchange Commission, said he will move to ensure greater regulatory clarity for digital assets regardless of whether the Clarity Act is passed.

On September 16, Atkins said the SEC would act decisively to provide regulatory certainty to the digital-asset industry and would continue that work even if the Clarity Act does not pass.

His remarks came as the Clarity Act failed to secure the 60 votes needed in the U.S. Senate to advance to floor consideration.

Atkins also stressed that, regardless of the legislative outcome, the SEC will continue efforts to clarify the regulatory framework for digital assets.

Why this matters

The SEC chair’s commitment to continue clarifying digital-asset rules could affect how crypto firms structure products, registrations and compliance in the U.S. It signals that agency-led regulation may continue even if Congress does not advance the Clarity Act, leaving market participants to navigate regulatory guidance alongside legislative uncertainty.
