The procedural vote on September 15 is not a vote on whether the CLARITY Act will become law. However, the Senate requires a 60-vote supermajority to proceed with a piece of legislation. If the bill fails to secure these votes, it will essentially be dead for 2026.

What Happens to the CLARITY Act on September 15?
September 15 is a cloture vote on the motion to proceed to the CLARITY Act.
Majority Leader John Thune filed the cloture motion on August 8, just before the Senate departed for its August recess. According to the Senate’s procedural calendar, the motion is eligible for a vote at 2:15 p.m. ET on September 15, one day after the Senate reconvenes from its recess.
If the bill’s supporters manage to secure the 60-vote supermajority, the Senate will be able to move to debate the CLARITY Act. During the debate, senators will be able to propose and vote on amendments to the draft text before voting to finalize the language.
