  • BitPlanet Research Lab said Bitcoin’s regulatory status remains unchanged even though the Senate failed to advance the CLARITY Act.
  • It said delays to the CLARITY Act could create regulatory uncertainty around digital commodities, the spot-market oversight and registration framework, and exchange registration systems.
  • The report said spot Bitcoin ETFs saw $450.4 million in net outflows immediately after the vote, while Bitcoin, Coinbase, and Circle fell, though Bitcoin later recovered the $80,000 level and spot ETFs returned to net inflows.

Forecast Trend Report by Period

BitPlanet Research Lab, a research institute under digital-asset treasury company DAT BitPlanet, published the regulatory report on Sept. 23.

The U.S. Senate on Sept. 15 rejected a cloture motion to begin debate on the CLARITY Act by a 49-50 vote, the report said. The measure fell 11 votes short of the 60 needed to proceed, preventing debate on amendments and a final vote on the bill. Procedures for reconsideration are under way, leaving open the possibility of another vote.
