The proposal, which Saylor first published in an essay on X over the weekend and later discussed at Freedom Tech DC, an event organized by the Bitcoin Policy Institute, centers on what he calls a "bill of digital rights." The framework enumerates five fundamental freedoms that he says should apply equally to individuals and corporations: the right to create digital assets, to issue them for capital formation, to hold them directly or through a custodian of choice, to transfer them without restriction, and to use them for spending, investing, earning income, or borrowing.
Saylor's argument is built on a simple economic premise. "An asset's value depends on what its owner can do with it," he wrote. "Restrict its usefulness, and you restrict its economic potential." The statement encapsulates his broader critique of what he sees as a regulatory environment that protects incumbent business models while making it harder for new ventures to raise capital — an approach he argues "leaves the economy poorly prepared for technological change."
