Ripple CEO Brad Garlinghouse has argued that the token’s future does not depend on a single piece of legislation, pointing instead to the company’s completed court battle with the Securities and Exchange Commission.
The comments come as industry focus shifts to a September 15 procedural vote on the market-structure bill.
Coinbase CEO Brian Armstrong has described the vote as the most important near-term step toward durable U.S. crypto policy, while acknowledging it will require significant bipartisan support to clear the Senate.
XRP Holds Court Clarity, Not Congressional Cover
Ripple’s position rests on the judicial outcome of its lengthy SEC case, which delivered a degree of legal clarity that many other digital assets still lack. Garlinghouse noted that this certainty has helped attract more developers and commercial activity into the XRP ecosystem.
A court ruling, however, is not the same as federal legislation. The CLARITY Act aims to create a clearer national framework for determining when digital assets fall under securities or commodities rules.
