- Coinbase CEO Brian Armstrong reminded his followers that a Senate cloture vote on the CLARITY Act needs 60 votes on September 15.
- CFTC Chairman Mike Selig has planned new crypto rules by September 16 if the bill stalls again.
- Armstrong also expects bitcoin near $300,000 to $400,000 by 2030 as regulatory clarity firms up.
Armstrong’s Either-Way Bet
Brian Armstrong, the chief executive of Coinbase, took to X with a message aimed at calming nerves ahead of next month’s crypto legislation showdown. “Sounds like CLARITY is coming either way”, Armstrong wrote, laying out two foreseeable paths:
- 60-plus votes in the Senate on September 15
- A new set of rules from the Commodity Futures Trading Commission (CFTC) and Securities and Exchange Commission (SEC) on September 16.
As a quick refresher, the CLARITY Act, formally the Digital Asset Market Clarity Act, cleared the House of Representatives in 2025 before stalling in the Senate over the summer. The House passed the bill by a wide 294-134 margin on July 17, 2025, with 78 Democrats crossing the aisle (proof the CLARITY Act can draw bipartisan support even in a divided Congress).
In the Senate, Republicans hold 53 seats, so Majority Leader John Thune needs at least seven Democratic votes to clear the 60-vote cloture threshold and open debate on the bill itself, rather than pass it outright. Thune filed the cloture motion on August 8, setting up the procedural vote for September 15 at 2 p.m.
