Senate blocks Clarity Act from advancing, stalling crypto framework push

What happened on the floor

The Senate hit pause on the Clarity Act on Tuesday, with a procedural vote failing to push the bill into formal debate after months of bipartisan courting. The motion to proceed picked up 50 votes in favor and 49 against, well below the 60-vote bar required to clear the gateway to the floor.

Republican leaders tried a late tweak over the weekend, rolling out a Sunday update that added new ethics curbs aimed at easing Democratic worries about public officials profiting from crypto ventures. That was not enough to flip remaining holdouts.

What the bill would have done

The proposal sought to lay out a market structure for digital assets, assigning responsibilities to both the Securities and Exchange Commission and the Commodity Futures Trading Commission. It also would have established registration rules and tightened anti-money-laundering safeguards.

For crypto backers, Tuesday's test was about whether the Senate would even begin debate. Even if it had moved ahead, the measure still faced more Senate negotiations and votes, then a trip to the House, before any version could land on President Trump's desk.
