The full license authorises Arbeat, which is based in Convention Tower, World Trade Centre, Dubai, to conduct Virtual Asset Exchange Services and Virtual Asset Broker-Dealer Services under VARA’s regulatory framework, in accordance with the conditions and requirements set out by the regulator.

Arbeat was established in 2025, and is run by CEO Khaled Guerbouz, whose move to crypto came after more than a decade in the CFDs sector. Khaled was formerly Managing Director MENA at CFD brokers FXPrimus, and GKFX (now Trive). He has also previously worked at ICM.com, and at Alpha Capital Market.
