Summer Mersinger will leave the Blockchain Association after a CLARITY Act setback stalled a major crypto policy priority. The former Commodity Futures Trading Commission commissioner will step down as CEO on Oct. 16, 2026. She will remain an adviser through year-end as Kristin Smith returns as interim CEO.
The leadership shift came ten days after senators rejected cloture on H.R. 3633. The Blockchain Association had pressed lawmakers to advance federal digital asset market structure rules. The vote delayed a federal framework that would divide oversight between two major financial regulators. Its Sept. 25 announcement focused instead on Mersinger’s stablecoin and regulatory work during her tenure.
CLARITY Act Setback Preceded Leadership Transition
The U.S. Senate rejected cloture on the motion to proceed on Sept. 15. Senate records showed the vote failed 49-50, short of the three-fifths threshold required. Senator Chris Coons did not vote, while four Republicans joined Democrats in voting against cloture.
