Cryptocurrency regulation in Russia has received a new legislative framework: Russian President Vladimir Putin has signed the law “On Digital Currencies and Digital Rights.” The document dated 08/04/2026 No. 282-FZ is published on the federal legal information portal. The State Duma adopted it on July 21, and the Federation Council approved it on July 24.

What the New Law Changes

The law establishes comprehensive rules for relations related to the organization of the circulation of digital currencies and digital rights in the country. Cryptocurrency in these rules is considered as part of the broader category of digital currencies, and the currency itself receives clearer boundaries for circulation.

The document separately clarifies four basic concepts.

  • “Circulation of digital currencies.”
  • “Organization of the circulation of digital currencies.”
  • “Circulation of digital rights.”
  • “Organization of the circulation of digital rights.”

It also defines the circle of persons who will be able to organize such circulation and sets requirements for their work.

Control over the activities of organizers of the circulation of digital currencies is assigned to the Central Bank. This regulator will be responsible for oversight under the new rules.

Restrictions for Illegal Circulation

The law allows for restrictions on money transfers and payment acceptance if there are signs of illegal organization of digital currency circulation. A credit institution or a branch of a foreign bank can introduce such measures when they have reasonable suspicions that the recipient of the funds is engaged in such activities without the necessary rights.

In practice, this also affects areas such as banking transactions: if a payment is related to the illegal organization of digital currency circulation, the bank can restrict the movement of funds. This approach is intended to integrate operations with digital assets into a clearer legal regime for cryptocurrencies.

Accounts, Transactions, and Investors

A separate section of the law is devoted to the accounting of digital currencies and digital rights in the information system. The document defines the types of digital accounts and the requirements for how they should be maintained.

It also establishes the rules and conditions for transactions with digital currencies. There are several important points for investors.

  • Rules for transactions with digital currencies.
  • Conditions for residents who are not qualified investors.
  • Features of investing in Bitcoin and other digital assets without qualified investor status.

The new regulations will come into force on September 1, 2026.
