Swiss : a PPP signs a MoU to create a post‑quantum semiconductor and cybersecurity Center

WISeKey International Holding Ltd, its subsidiary SEALSQ Corp and the Republic and Canton of Jura announced on 21 September 2026 the signing of a Memorandum of Understanding (MoU) to explore the establishment of a post-quantum Semiconductor and Cybersecurity Center in the Swiss canton of Jura under a public-private partnership (PPP). The proposed Jura Center would focus on the design, personalisation, testing and secure provisioning of next-generation post-quantum semiconductor technologies, positioning the initiative at the intersection of quantum-resistant cryptography, semiconductor security and digital sovereignty.

The project represents an indicative investment of approximately CHF 40–60 million over six years. According to the partners, the centre could create around 40 direct jobs within two years, 150 by its fifth year and more than 250 by its eighth year, with at least 60% of positions expected to be filled by residents of the canton. The initiative is also intended to establish links between industry, government and academia, including cooperation with HE-Arc Ingénierie on training, recruitment and applied research.
