As reported by CyberScoop, a new bipartisan Senate bill, the Quantum-GUARD Act, has been introduced to address the potential cybersecurity threats posed by quantum computers to the U.S. electric grid. The legislation seeks to ensure federal regulators are prepared for these future vulnerabilities.

The Quantum-GUARD Act directs the Federal Energy Regulatory Commission (FERC) to consider quantum computing threats when reviewing reliability standards for electricity owners and operators. It also mandates FERC to explore the use of post-quantum cryptography in both information technology (IT) and operational technology (OT) systems. This initiative comes as the federal government is working to migrate systems to quantum-resistant encryption by 2030.

Experts emphasize that while developing new algorithms is a start, the critical challenge lies in upgrading the underlying infrastructure to support these changes. The energy sector faces the complex task of prioritizing these security upgrades while maintaining grid reliability, ensuring that quantum computing does not compromise SCADA communications or software updates.
